Seriously, turn it off. I had to turn it off on my machine when I upgraded to Win 8 as my keyboard and mouse wouldn't work after a Fast Restart - crappy Logitech drivers probably.
ive got a wireless logitech keyboard and mouse and it made its own volume thing when i press the volume keys, so it must have some software, maybe thats causing it? although i doubt it cause its worked all this time, but ive just uninstalled it cause i never needed it anyway.

There's one thing you could try first though. If you're using the beta client then opt out of it and see if that makes any difference - it probably won't but you never know what new 'quirks' the beta has.
I didnt see much of a difference, maybe it felt like a second. And it was the first i disabled for various reasons.
You have to boot twice, because maybe your "fast booting" is causing problems. So its at least double slow. Not fast.
Exactly the same with me. Happens a lot... and I mean A LOT. The only answer I can find after a long google search is "turn off fast boot", which I already don't have on. I completely disabled hibernation (which needs to be on in order for fast boot to even be available), so it can't be that. I kill the steam.exe in Task Manager and anything related to steam and the last game I ran (if applicable), but to no avail. I just get the "Updating Steam" thing briefly followed by a big fat nothing. A clean boot is the only solution I have currently.... oh and I have to cut the power too, because every time this happens with Steam and I then try to either Shutdown or Restart, my PC gets stuck on the "Restarting" or "Shutting Down" screen indefinitely. And these two things are mutually inclusive, as neither thing ever happens without the other.
