Same issue here and Vietnam worked. Any Steam official statement about fixing that?

Vietnam worked perfectly.

Vietnam region worked fine with me, currently downloading my gaming library after deleting and re-installing Steam. The connection is rather slow then having it come from my region, but it's better than nothing.

Just so you know, although I doubt you will see this, you don't have to redownload all your games when uninstalling Steam. The steamapps folder is the key.

Thats worst case scenerio....I mean you can try it and see if it works.....I was having the same problem downloading Bioshock Infinite and then noticed it was affecting updates as well as downloads across my entire library.

The quick fix that worked for me is to go into Steam Settings and under the Downloads tab, there is an option to select your download region. It might take some trial and error (which can be annoying since you have to restart steam everytime you do this), but after trying a few different servers you should be able to fix the problem. Keep in mind it doesn't hurt to try servers in regions that are not in your country....GOOD LUCK!!!!

Switching to Vietnam fixes it.

When changing download regions, it is important to try many and not just one or two. Users in this thread are reporting that one seems to be helping or did help them but it is not always the case where just one is "the" fix.

You need to sometimes try many, as in China seems to be helping you in your case. Vietnam seems to be helping others. Hope that helps.

Is anyone else running Steam Limiter? I had this problem (missing content manifest), nothing would download. After I stopped Steam Limiter, everything started again.

I got my region back working again. Not sure if it was a server issue or not. I was on the Vietnam region for a few days. Decided if my old one was back online and it was after making the change.

Yea, the "try more regions" I always suggest, it seen here in this one I saved from way back and shows you just never know until you try many and apparently, almos or all of them.

Now of course, whatever was going on could have somehow corrected itself right when the user tried that last region and it only appears that it was the solution but that can be left up to interpretating and even some of you guy say trying almost all of them does seem to have some truth to it.
