No. You may not be able to send invites but you can give them your friend code or invite link from this page... https://gtm.steamproxy.vip/my/friends/add ...that they can use to add you instead.

Limited accounts cannot send friend invites, but the can receive them.

There is a way to invite somebody on cs2 by going to private matchmaking and sharing your code!
