Problems with Steam showing blank shortcut icons for your games?
Here's the solution which worked for me having an empty steam/games folder (the folder where the ICO files reside usually) after I reinstalled Steam. I'm using Windows 10.

Go to Library - Games. Select the game you want to fix the blank shortcut icon for. Right click on the game, select Properties. Select the "Local Files" tab. Click the button "Verify Integrity Of Game Cache". After verifying has finished (it may take a while) a new game icon has been created in your Steam installation steam/games folder. Right click on the blank icon, select Properties and change the icon by hitting the "Change Icon..." button, navigating to and selecting the newly created icon file. Hit "OK" twice and have fun!

I just download the icon from the internet and change it, it's easier. Also I got a icon with just "FS" letters which looks better them the original icon.

That's not correct. A working icon under Win10 will have a tab labled "Web Document" in between the "General" and "Security" tabs, and this tab has the change icon button. The non-working icon is missing that tab, that's why you don't see it, not because of Win10. The solution to being able to change the icon is getting the "Web Document" tab back, which may work when following the procedure here (it worked for me, also fixed the blank icons and clicking on them starting the print dialog box instead of running the game): https://www.winhelponline.com/blog/internet-shortcuts-open-print-dialog-web-doc-tab-missing/

So many people on this thread suggest this solution and I'm sure it works, BUT I don't have the option to 'click select' in W11, so I can't choose 'Internet Browser'. there is no 'select' button when right clicking on the icon properties.

If you want to make this go way faster/you have a bunch of games, you can go to C:\Program Files (x86)\Steam\steam\games, go to properties > previous versions, open the most recent one and copy/paste all the files into the games folder, restart steam and any new icons created will work

Luckily I backed up my old drive before reinstalling W11. I copied everything like you said from old directory and pasted it where the new steam install is and it worked. Thank You Soo Much!!!

I had to reinstall my OS. Fortunately, i put my game on another driver (changing my Steam library default folder) so that i don't have to re-download them

It was pretty nice that pointing back to that folder, Steam shown that all my games were already installed. The only hick up was that i had no shortcut on my desktop. Verifying the integrity of the game did not help resolve that and using the add desktop shortcut feature would give me a blank icon...

I ended up deleting from the library folder all the "appmanifest_GAMEID.acf" while steam was closed. Now Steam though none of the game were install, and i had to launch the installation for each one of them keeping the checkmark to create the shortcuts. Of course, the file were there, so all i had to do is wait for the file discovery to be completed

That's how i resolved my issue...

Thank you, the only method that worked for me. My games was already in another drive, so when I reinstalled my OS the Steam wans't creating the shortcuts with the icon...

Thanks man.... This was the only fix that worked for me.... I was about to uninstall everything and redownload them... Thanks a lot.

It worked for me. Doesn't take fifteen minutes either, more like half a minute max per icon.
This fixed my problem and was so much simpler than anything else I was going to try, thank you so much!!!

I had the same problem, but with about 1000 games this solution is too time consuming for me.

I installed steam on a new pc and built in my old SSD, which contained all the steam games.

My solution was to replace the main steam-folder on drive C, with the main steam-folder of my old PC.

Now the icons are showing for every game shortcut :)
