I have the same problem on Windows 11.
With Xbox One S controller through bluetooth and with Xbox 360 controller with USB cable.
As soon as I use left or right analog stick, the game freezes for a moment (NFS Heat, Horizon Forbiden West, etc.). If I press any other button, there are no freezes. Just from analog sticks.
USB have many issue then it dont do as it once did, all from reciver issue to Driver issue and in top of this game devs own ingame settings or system with steam interface about it.
i coulds say its every week a new steam user over last 2 years has make a post about, im sure other helper also almost can say thats true, and its odd so many issue with it, and it dont help then steam also update its client , but they have every right to do it.
and whatever Brand controll you have need to adjust or work better with steam, but they dont do that do they..
buttons don't cause lag, when I move the camera with my mouse no lag, but as soon as I move with my R stick the fps jumps from 60 to 40 or worse
If I unplug my controller and plug back in, it becomes normal for some time and I can play for a few minutes before the issue coming back again
My controler is also a Xbox model using W10
