I've been able to rule out my ISP, it's steam and I've tried changing steam download server but exactly the same thing happens.
Easy test for Steam connecitivity issues....
Bypass any wireless hardware by using ethernet only directly to the modem. '
Boot your computer into safe mode with networking enabled. Test Steam download isssues there in that safe boot, and also changing regions there multiple times to multiple different regions to fully test that as a possible fix to the problem.
That leaves pretty much...

NIC (LAN) driver
NIC (LAN) device itself
ISP
The Steam network (download region)
It is even more frustrating trying to help someone that is closed minded to finding a solution, possibly.
Which one do you have?
These averages does not mean some ISP's are slower, maybe they have less customers who that uses higher speeds. Still, its good to have some perspective.
Please explain how you came to this conclusion.
Got any friends from the same country? Maybe even same ISP? What steam speeds do they get?
If anyone cared to read the first post, I specifically wrote I REGULARLY, ALL T HE TIME get close to 3MB/s when downloading stuff from web or through torrents (and if my ISP was limiting anything it would be this above everything). I don't understand why I should post any stupid speedtest or even do any obscure pseudotests to make a random Steam user happy.
My speed is 30/10Mbit and I do get it. If you don't belive it, don't comment further.
There's no wifi to bypass, I have a desktop computer.
Connecting anything directly or indirectly (bypassing the router) makes no difference.
Installing Steam on my wife's pc (cleanly installed recently) and downloding there - surprise - makes no difference either.
Switching download locations only makes it worse if anything.

Post screenshots of all of your installed programs on that computer. I am thinking you will ignore this post from me here or not comply, but then everyone else can see that, and I am actually trying to help you here.
If you are downloading torrents, that can conflict with Steam and downloads, directly, and the forum search can prove it. Depending on problematic software that you may have, and this has already been covered in a previous reply that you seem to also have ignored.

In case you have difficulties understanding relatively simple sentences: I wrote what kind of speeds I was getting when downloading either from within a browser or torrents TO ILLUSTRATE I don't have connection/speed problems. That DOES NOT mean or even imply I have something downloading in the background all the time, and I sure as hell do not run a torrent client 24/7.
You're not Steam support so you can't help me anyway. I can use Google and I can do _at least_ basic troubleshooting, so none of the stuff you posted here was of any help, because I already did/checked it before.
We see this all the time. Users just jump to blaming Steam without fully trying the steps we can provide here to try to help.
Steam support cannot come to your house and help you solve a problem on your end. Not running programs don't matter either, as we have seen that all the time also here.
Disabled or not running is not the same as fully uninstalled and a restart performed afterwards. OR, use safe mode with networking to start with, but you have ignored that suggestion also.
This thread now officially has no purpose here, as support will not see it, and you have shown that you do not want to try anything suggested.

I suggest the Speed test linked previously. It gives us better numbers to work with.
Also, there is a diffrence between Mb and MB
Mb = Megabits
MB = Megbytes
ISPs advertise in Mb and most programs show download at that speed. Steam shows speeds in MB unless you change it.
It takes 8 Mb to make 1 MB, so if the speeds are 3 Mb then you should be getting 0.375 MB/s downloads. In that case you would be getting faster speeds then you should be.
People are affering assistance in finding the problem. Refusing to give needed information to solve the issue won't help.
Valve does not throttle speeds. There are people out there getting hundread of megabytes a second speeds.
There is also a lot more to internet speeds then just point A to point B. Your connection goes through many diffrent hubs that are not even owned by Valve or your ISP in order to send and recive infromation. That means it goes form point A to Z, G, H, Y, R, F, T, H, Z then to B. If one of the hubs isn't working properly, then it can slow down your connection.
I really is not as simple as most people think it is.
I am really on the edge of my patience here. This is exactly what I hoped wouldn't happen.
Then I will lock this up. Evidently you don't want assistance and can't even follow a simple request to try and show Speed Test results. This isn't a place just to complain.
I wish you luck on your problem. I suggest contacting your ISP for future assistance with connection issues.
