Try regions very far away from you also. You have to keep in mind, this is a free weekend for the game, so many are trying to get the data downloaded at the same time. The servers in one particular region are probably getting saturated and overloaded.
Changing regions did not help.
It has been this way for about 2 days now.
My problem seems to be applicable to most if not all games on my disk.
What is your operating system ? (EXAMPLE Windows 7, 32 bit)
What is your network configuration ? If you are using a router, don't. Use ethernet only while troubleshooting this.

What is your antivirus program ?
So you can log in just fine but just have trouble downloading/updating games and that is your exact issue ?
I tried the majority of the regions. All around the world.
I'm running Windows 10 64 bit.
I assume you mean don't use wifi, because with out the router/modem I don't have a connection to the internet at all. Yes, I am using ethernet.
No antivirus.
I am going to test re-downloading the games completely between changes in region.
To summarize the problem as best I can:
- I download the game
- The game completely finishes downloading.
- I click the play button in library
- I get an error with the message above (An error occured while updating xxx (content file locked)
- I go to my downloads
- I see the download in the paused/queued list
- I click to bring it to the downloading now
- It goes up there, and then instantly jumps back down to the queue.
Next to the game on the downloads page it does list it as "CONTENT FILE LOCKED".When I recreate this, I shall put some screenshots up.
I'm looking for a small enough game to constantly download at the moment. I have an 10Mb connection so downloading takes quite a while.
Can you please clarify this. You have a router and a modem as seperate units or is this a router/modem combo unit we are talking about ?
If you have seperate units, then stay connected from your computer directly to the modem with ethernet while troubleshooting this issue.
So you have tried several games so far and they all give this "Content File Locked" error message, even after the download has fully completed of the game in question ?
The motherboard is a Gigabyte GA-Z97-HD3 fully updated, and using the onboard NIC.
The modem and the router are the same unit is what I was trying to say. In other words connecting to the internet without the router is impossible as it is also the modem.
As for the games I have tried with.
Far Cry 4 was the first, I spent 10 hours waiting for the game to download before running in to this issue for the first time.
I then attempted a smaller and different game to see if the issue was just Far Cry 4.
The game in question was Age of Empires II and the same thing occurred.
I'm currently trying to see if I can solve the issue using Stronghold Crusader as a test as it is a game that takes only about 20 minutes to download. I've tested to make sure this game creates the problem, and now I am trying the region swapping.
I'm making sure to delete all files related to the game before I restart this process every time.
Here is a screenshot of my download for the game when I am getting the error, as you can see, even before hitting play, I have a very clear CONTENT FILE LOCKED message.

I am not sure what I did, I am going to try a few things on slightly larger games now. I will add a solution when I work out what exactly it was.
This seems to be where you should have installed all the latest drivers for that system, except GPU of course. (NOTE...this is for the revision 1.0 version of the board, so you need to confirm what revision you have)
There is also a revision 2.0 and 2.1 of this board.

Also, check your BIOS version. The latest non-beta is F9.
"Better system compatibility for Intel® 5th Generation Core™ Processors " in the notes there for that BIOS.
My motherboard drivers are definitely up to date.
I ran in to issues about 3 weeks ago and needed to update my motherboard BIOS, it was at this point I downloaded and installed all of the other drivers.
I have just successfully downloaded and run AoE II without any issues.
What I did, without any certainty to what is necessary or not:
As a side note, something else I would try is deleting the file the original error provides, such as the one OP lists:
\steamapps\common\chivarlymedievalwarfare\Development\Src\AOC\classes/AOCGameSettings.uc"
And then verifying the integrity of the game:
(In steam library: Right-click, Properties > Local Files > Verify Integrity of Game Cache...)
I haven't done this myself, but it could work. You'd probably have to restart steam too.

Might be a bit too soon to close this one, my problem is also back.
I will try to dig up that thread with the user that had the router/modem combo unit/software conflict to see if that can help.
EDIT...Found it.
I was wrong. It was not a software conflict that seem to have helped that user. He/she disabled the "N" band (leaving only B and G) for the combo unit to use to download and it seemed to help immediately.

You can try that, perhaps.
Also, you can try resetting your netsh winsock cache...
For Windows 8 and 10:
1) Press Windows key + X
2) Choose Command Prompt and make sure to run as administrator
3) Type "netsh winsock reset" (without the quotes).
4) Press Enter, close out of the command prompt and restart your computer.
Apologies for taking so long to respond, I am at my computer now and it appears that game that made the error come back did have files in another steam library folder.
I went and deleted every game in all libraries (excluding the ones that worked earlier) and I am able to reinstall them again without issue.
Thanks for you help, I feel I have definitely solved the issue, I've downloaded 8 games in a row without issue.
