The keybinds on some games - source included - may be different from what you're used to.
Which specific game are you talking about? Is it source or gldsrc?
Are you using a qwerty keyboard or a different one?
Time & Language > Language & Region > Administrative langugae settings > Copy settings > check two boxes on the bottom and press OK
Not a steam issue, its game devs issue, i and other have seen even Bethesda use American keyboard layout with ingame consol "~" that is diffrent in my local language keyboard layout,
Just like abouve user try to explan, in the old PC day before own local OS and keyboard we did have US keyboard, so you see how OS and hardware ius matter here, and how game devs made it. ( fallout4 did have US in game overlap, they change it later. ) also why many ppl had issue with what is my consol key activation. )
