Does not work, tried to re-install steam still not work seems like HL2.EXE does not work on my PC, what to do?

Can you elaborate on "does not work"? What happens when you try to run it?

I click on the css icon to play, nothing happens then, i can wait for several hours and I will be not able to play

Right click the game in your steam library, go to properties, then click on local files tab and verify integrity of game cache. See if that works.
