Valve can't harass or beg them to get onto steam.
No. But there's other 3D platformers on Steam. Nintendo doesn't port its IP to PC. And it's not because they're unaware of Steam...
Bubsy is on steam(5 games of them actually)

Yooka-Laylee is not really that analogous to DK64, it's a tribute to Banjo-Kazooie. DK64 had 5 playable characters with different abilities, the most collectables of any game in existence even today and a certain number of every single collectable(Except I think Banana Fairies) were mandatory.
