No one from Valve is going to contact you via Steam chat, Discord, or any other social media.

Anyone can do that. There's nothing special about social engineering you to believe them.

he will provide or i take it up with valve and a lawyer

there is a lawyer who goes to my church giggles

not to mention my brother in law works a a navy academy as an instructor

he is ex military

It's a scam. Stop bumping the post. Block and report them, then move on.
