Fraud?
It seems that someone allegedly pretended to be me when exchanging items with another user. Since fraud had been committed, this person found MY account and made a mass report. She wrote to me after the fact to make sure that it wasn't me who had screwed her over (I don't even trade with my friends on Steam). She sent a request to withdraw the report, but received the following response:

"The Stean account you mistakenly reported is in the process of being banned. The Steam user accociated with this account will not receive any emails or messages from Steam about this illegal matter, as the account has been Flagged and is currently under Surveillance.

We are unable to assist your request regarding cancellation ticket on behalf of someone else.

To resolve this issue, it is strongly recommended that the reported Steam account submit his/her own help request to our given support email. For more information on where to send their own appeal, please send the appeal to support@steamhelpreport.com

Remember, this kind of issue should be fixed within 48 hours to prevent the Steam account from getting a permanent ban.

If the reported Steam user fails to send a help request to our designated mail within the specified time, their account will be permanently banned on Steam.

Before I do anything else, I'd rather ask, because I've never contacted Steam support (because I didn't need to) - is this legit or a new form of scam? I mean, writing privately to the “suspect” about fraud.

You're being scammed, such mail does not exist nor is it a Steam domain. I like the wrongly spelled "accociated" in the message.

It's a scam. The whole thing. 100%. Ignore all parties.

Valve doesn't ban people based on mass reports. You and all your friends could report me every day for the rest of your lives for scamming you or whatever you want, and nothing would happen to me. Because it's easily verifiable by Valve, the owners and administrators what my account has done and hasn't done.

Mass reports sound scary, and unless you really understand how Valve or most businesses operate it's easy to imagine that a lot of people claiming something has weight. But a million verifiable lies have zero weight. Think about it really carefully.

Scams are often designed to frighten you into acting against your own best interests, fear is a powerful motivator. And no legitimate interaction with Valve will rely on fear.

Its a variation of extremely old fraud. They are trying to phish you. They will ask for proof of account ownership, or ask you to trade items to verify xxxxxxxxxx.

Just ignore and report the account that claimed to have reported you. Steam does not ban over mass reports, if they did everyone would be banned by trolls.
