You don't. If the publisher for that region isn't offering the game on Steam, you cannot play it on Steam. If there is no publisher for that region, same deal. Keep in mind that even if you did manage to trick the Steam client into thinking you're in the right region, the game could very well have its own region lock on top that will still prevent you from playing or rules in its terms of service that state your account will be banned when it's discovered you're playing out of region.
