Unable to buy gift games from steam to friends. Steam unexplained restriction.
I do not have any community ban in past or any kind of restrictions. I have a good standing account over 12 years old. Recently I added steam wallet code purchased for adding wallet and started buying games after a long time. However unable to gift games to friends. I kept running error so wrote to steam support. I got this weird answer:

//Thanks for getting in touch. We've looked at your account and confirmed that you have a general gift purchasing restriction.
You can still purchase gifts and send them to your friends if you use an external payment method to purchase the gift, instead of your Wallet funds. All available payment methods in your purchase region are listed during checkout.
You can continue to use your Wallet funds toward making purchases for your own account.
While we understand that this may be an inconvenience, Steam Support is unable to remove or assist you in bypassing this restriction.//

Seriously after adding legit steam wallet why should this restriction exist? How does one buy gifts 'externally apart from wallet'? Why are rules different for customers, my brother has no such restriction to gifting friends. My market access, trading is fine no issues.

You are not restricted from buying gifts for friends. You are restricted from using wallet funds to buy those gifts. Use a different payment method for buying your game gifts. You can continue to use wallet funds for your own store purchases.

My brother uses wallet funds and has no issues at all. One pays real online money to get steam wallet so this makes no sense.

To crack down on accounts being used commercialy steam can and will put restriction on the use of steam wallet funds for gifting. No one knows what the limit for gifting with wallet funds is, but once you hit the limit it will trigger and the restriction is put in place. And as you seen from the reply from support they wont remove it.

Your only option for gifting now is to use external payment method, eg debit/credit card.
Restrictions are only put in place when it seems suspicious. Best bet, as they said, gift games using a bank/debit/credit card going forwards.

Here is the catch. I tried gifting FIRST TIME TODAY just 2 copies. Never gifted before. And hit limit?

Maybe that is why then, they saw it as suspicious activity as gifting isnt in your normal spending behaviour. Cant hurt to send in another help ticket and explain it your first time gifting and would like the restriction lifted. Usually their first answer is the final answer but it never hurts to try...

I'd send in another ticket if your first time trying to gift.

Sadly due to ignorance of many users, they give details of their account away etc as they get phished, so security is becoming more strict which punishes the users who are not falling for scams.
You are not restricted from buying gifts for friends. You are restricted from using wallet funds to buy those gifts. Use a different payment method for buying your game gifts. You can continue to use wallet funds for your own store purchases.

I just checked my purchase history. I gifted 1 copy worth 0.19$ 10 YEARS AGO just 1 and then tried today. I do have Rs 500 worth games purchased today and unable to gift 2 copies totalling Rs 62 or 155. So yeah I have gifted just 1 cheap copy in 11 years that too 10 years back.

Also, posting these kinds of threads here is pointless, because Steam Support is the one who put that restriction on your account and no one here can do anything about it.

I get it, people here want something fixed and they get desperate. But all you're doing here is wasting your time.

No trying to understand why there seem to be different rules for different people with no explanation. That strikes as tad unfair. Its not like I am gifting out of my region restriction.

It has nothing to do with different rules for different people. You're forgetting that your account did something In order for that restriction to be put in place. They don't restrict accounts for no reason.

Also, I would caution you about continually submitting tickets trying to get the restriction lifted. If they tell you no and you keep going, your account could be banned from using steam support as well.

My account DID nothing to get any restriction. NEVER did I trade with strangers, got reported, broke rules. Not gifted anyone in 10 years, not been active in mrket all these years. I have mostly spent time playing my own games. Not active in CSGO etc type commercial games. Never even chat with people forget scamming, abusing etc. I raised a ticket first time today to check why I was getting errors and store was saving pending purchase but failing to complete. The message kept asking contact steam support for any queries or complete purchase later. So why should I get any restriction?
