Ultimately Steam runs on an embedded browser, and middle click opens links in new tabs or windows in most browsers by default, including Steam. Any customization or change done on your end on your system you'll have to sort out.
there should be no profile for logitech mouse, and there is just button mapping on my trackball mouse, im wondering if there may be a button I pressed that activated/disabled something without me knowing, I know there are things like pressing alt lets you click/highlight links in chrome without opening them, so there are key combos that do things I don't know. it just bothers me on why it randomly stops working and what's making it not work currently,
Probably once you figure out what the root cause is, it's gonna be pretty small/dumb which will make it even more irritating but in a glad that mystery is solved sort of way. Keep looking a few minutes here or there. If you find anything, it would be good form to update your task for the next hopeless user stuck on the same problem and is maybe a little less resourceful than you proved to be.

thanks I tried restarting steam again, and its fine now. so the issue is potentially persistent though restarts but restarts will fix it. the most annoying kind of bug you get on a computer, the solution doesn't always work but it will work.
