2. Goes somewhere else for your sexual and other adult content. Those places will also have age checks in place, so be aware of that.
Under 18s have access to their own debt cards, which is why they are not a form of age check. I work in retail and I see under 18s paying with their own debt cards all the time.
Debit cards can be used for age verification in the UK under the OSA, however it requires the consent of the card owner for the 3rd party to be given that information by the bank they use, which will require so extra work by the site selling the goods, compared to credit cards where using one online is presumed to assure you are 18 for OSA (even though in person if you try to purchase 18+ games, alcohol or spoons in a supermarket or whatever a separate age check, requiring photo id with your date of birth in some cases by the staff or delivery driver will be required even if you pay by credit card, so the laws aren't very consistent on the matter).
The fix is likely no age checks, all UK residents are restricted. The only reasons Valve did CC's is because they already handle CC's and don't need to do anything but see if a CC is attached to the account to meet the standards currently set. It's literally the only reasons there's any option at all. So I wouldn't hold my breath for other methods if I were you since they're likely to require significantly more effort on Valve's end to implement, and at the moment Valve doesn't seem interested in putting any effort into age verification.
Debit cards are not listed.
The Ofcom requirements are:
1) Age assurance methods – which include age verification, age estimation or a combination of both – must be ‘highly effective’ at correctly determining whether a particular user is a child.
2) They include: open banking, photo ID matching, facial age estimation, mobile network operator age checks, credit card checks, digital identity services and email-based age estimation;
