About "naming and shaming"...
Can someone please explain to me what exactly it means? Because I see for all people who were unfairly banned for trying to warn people it was a scam :moneybagsbear:

Naming and shaming means exactly what it says.

Don't make threads or comments calling out people by name and shaming them for something they allegedly did.

Well, yes. Because there's no proof that the name attached to the scammer is the scammer themselves. That is, the account they are using to contact you could have been scammed from someone else. Which means the actual account holder that gave the account that name is innocent of scamming and were simply another victim.

In general the issue are

  1. The account may be hijacked, and when the OP recovers it would it really be a good thing for a mob of enraged vigilantes attacks and harasses another victim?
  2. Valve doesn't want vigilantes, no matter how well meaning, running around, dispensing "justice" and then getting upset when they get banned for harassment. Even if that's not your intent, and most users know better, there's always a reason why we can't have nice things.
  3. It's very easy to imitate other user profiles, and some vigilantes are bound to go after the wrong person. And they're likely not going to be keen on the consequences for that, and anyone willing to go on the attack without evidence is probably likely to justify their own bad behavior.

What ever benefits you might imagine are eclipsed by the negatives, in Valve's opinion, IE the one that matters. Break the rules at your own peril.
