Talk to your government!!!!! Steam is following the rules to sell games in your country.
I am curious too.
I use those for years, never had an actual credit card.
In the UK, you can not use a Debit Card for Age verification, Debit cards can be issued to 13+ y/o's, where as Credit cards, you have to be age 18+
I think here in Eastern Europe where I am located this is (slightly) different.
When I was little I never had any cards.
I got my first card much, much later than that. :)

Good job. You fundamentally misunderstand the situation. Why are you blaming steam? Because they are following the laws of your country? Steam had a choice, either obey the law or not do business in that country. I'm gonna guess you are UK. So blame your government.
More likely Valve thinks they already handle credit cards, and they do. And if they didn't, they wouldn't offer any age verification methods. I don't think Valve is unaware of what percentage of UK users have credit cards. They can see that pretty easily with some simple SQL queries.
"Lazy" is subjective. "Unwilling" might be another option.
I 100% do blame our government, done nothing they promised, and most the time the opposite. My issue with Steam is the LACK of options to verify, picking only Credit Card limits alot of users who CANNOT get a credit card (everyone has past lives that may affect there applications). The UK have provided MANY ways to verify your age, I cannot see why STEAM cannot do the same for THEIR Customers.
You’ve actually got it backwards. The issue isn’t that Steam is “forced” by law to only accept credit cards as proof of age... They're not by the way, it’s that they chose not to provide alternative verification methods. Other companies manage to offer multiple verification methods in the UK without breaking any laws.
As others have already said, the UK isn’t like the US, people here don’t automatically have credit cards, and our regulations around credit checks are far stricter. In my case, I’ve had this Steam account for over 15 years and even had credit cards linked in the past. But a few years ago I decided to cancel them, I didn’t want the risk of debt, and I do just fine on my salary. If I ever need extra, I borrow from family or friends.
So because I made the conscious decision not to take on debt, I’m now locked out of around 70% of the games on Steam. That’s not a legal necessity, that’s Steam’s choice.
Judging by the way that Valve introduced this so late (they were supposed to introduce it almost a month earlier), I am guessing they thought they didn't have to. When they found out the did need to, the rushed the simplest solution.
