I seem to remember that there's some general problem with PayPal affecting all countries with "obscure" currencies, so this might not even be Steams own decision.
AMEX, I don't know. Maybe they are just too expensive to support, so Steam decided to not do it.
Steam doesn't accept Danish currency either. So I use a credit card and pays in euros. It isn't an issue at all.
You do know that Visa and Mastercard guarantee the store that the amount you buy for must be available on the card allowing for the store to collect it risk free within 7 days? Paypal doesn't have that guarantee for digital items and non-US sellers. https://www.paypal.com/us/webapps/mpp/security/seller-protection
Same for PayPal. The availability to use either on Steam was dictated more by the payment services than Steam.
