Correct. Unless Valve can adopt other means for age verification, you will need to acquire a credit card

Currently if you do not have or cannot get a credit card then yes, you will not be able to buy adult games or visit the store and community hubs.

You will just have to be patient and wait for another option of verification to come in the future. I'm not sure when it will be available to everyone but something should come at some point.
