steam moderators giving warning to users for legal speech they disagree with
Steam moderators are violating steams tos by messaging people saying to be aware of steams tos, with warnings, regarding legal speech moderators don't agree with, no actual TOS violations, they just don't like the words, beware of their tactics. Seems like steam have bend the knee to UK Ofcom more than they are willing to say.

This is very true. Valve seem to act as hypocrites by making rule that community must follow, but they are violating ToS themselves. It is ironic which is also sad.
record and document moderator interactions for future reference if need be.
What is this "legal speech" you refer to?

It's Valves platform, they can ban people for whatever reasons they like.

Just because a speech is "legal", doesn't mean what someone says isnt violating the rules and community guidelines.
Claims without proof hold as much water as a leaky bucket.

If this is happening then there are 2 scenarios.

1) it is a rogue moderator, in which case they should be reported to steam.

2) they are following steams directives, and guess what you do not have free speech on a privately owned property like valve owns the steam forums.
If you go into someone house and start running your mouth they have a right to kick you out.

Same thing goes for Steam. Your are the guest in Valve's house.

...regarding legal speech...

There is no such thing in a forum of a private owned business. They can edit/delete comments however they see fit.
Using the Steam-Forum is a privileque and not a right.

you have no idea what your talking about if trolling is as good as you get, that's on you. :)
we get a laugh out of the trolls and their misguided opinions, then we block them.

That's especially true in Australia where we don't have codified freedom of speech (only freedom of political speech).
Someone has reported one of your posts and instead of getting banned you were given a warning instead. However, if you continue in the same vein of comments which you were warned about then you will receive a ban and we'll see you here afterwards complaining how moderators are abusing their powers as per the norm with such things.

It's not an opinion, it is a fact. I know it to be a fact because I have had one or two warnings my self in the past.

Juvenile! You've made my day.

I have no problems with moderators. I've had about 10 warnings and bans in almost 22 years. How much worse is it going to get for me?

Why do you keep deleting your posts or changing them if you're in the right?
this is a common situation. judging by everything there are a lot of Indians in Steam support now, otherwise it is impossible to explain. They delete simple messages without personal attacks with the note "insults". Steam does not just ban freedom of speech - it bans freedom of opinion.
