You should go to Epic their Forum and mods are great you will love it.
You can't be direct.
1: You don't get 9 weeks for your first ban.
2: Using the word idiot to describe people is an actual insult.
3: Moderators are doing what they are supposed too. Moderate the forum and when someone insults people the user get punished for it. Plain and simple.
It's not a "bad word," and someone may take no offense in it when it's used appropriately.

That's a community ban, so there's gotta be more to the story than just this.
If Steam mods are giving a community ban, then your brother has a pretty bad history with moderation. If it was given automatically, then he's been banned from multiple game hubs in a short period of time.
Something doesn't add up with your story
You're not telling us the whole story or maybe your brother isn't telling you the whole story. Either way, what you're claiming just doesn't happen for a single incident, or even likely multiple non-severe incidents.
People need to ask themselves if what they're about to post is actually productive or not before doing so. Posting on the Steam community is a privilege and people are expected to maintain a level of civility when doing so.

Perhaps they wanted to tell you that nobody has been "ripped off." Because that's a serious accusation. Considering those people received what they paid for, namely, a game that was not yet finished, and they weren't "ripped off." At least, not according to the definition of the word, because it just says that on the store page that it wasn't complete. And suggesting that they were "ripped off" is not correct.
Who's to say they didn't ban you for using the word "ripped off" instead?
I wonder what would've happened if your brother typed: "...they have the feeling they were ripped off," instead.
Because then you do not turn it into an accusation by claiming they've been ripped off, instead you refer to their feelings of being ripped off, without claming it as an actual fact that they've been ripped off, because they weren't.
It could very well be that it was an insult. I wasn't there. I haven't seen what he responded to, and if the people who were called idiots were actually there?
If he was responding to a discussion made by someone giving feedback about the game, it might very well have been taken as an insult, because such a person is trying to help by giving feedback.. And telling him or her that he or she acts as an idiot for doing that, smuthers any discussion you could be having about the game.
