at no point do you have to log into paypal to change your steam email address. are you 100% sure?

Yes, the message appeared: “A purchase was previously made with PayPal. I now need to log in to provide proof of ownership.” When I canceled this yesterday, I could only use the Steam library and had no options in my profile. The link on Steam said something about “PayPal verification failed.”

if you have never used paypal on steam then youll need to contact steam support.

Most likely a security feature as stuff like the email might get checked with the payment method you use.
Got PP Payments declined on a other site as some fields in pp for the address where switched for years (for some reason it did not made problems elsewhere).

I tryed it now, and interesting... today no paypal verification is needed. I chanced the mailadress without logging in paypal.
