There are some countries where Steam is actively blocked by that country. Vietnam is the most recent that has asked its local ISPs to block access to Steam. That's a possibility. But as far as I know, Steam is accessible everywhere even in embargoed countries. The only difference for embargoed countries is the ability to buy things on Steam are blocked.

Unless the country or ISP has some restriction in place, you should be able to access Steam everywhere in the world.
