That's ♥♥♥♥♥♥♥♥, why is that even a thing now?
hey, don't yell at us we don't make those rules nor enforce them
This could mean your IP is sending a lot of requrests and there for its blocking you to avoid cases of DDOS and the like bombring the servers, also to avoid anyone doing something abusive too much
If you keep getting it you may want to check what is running on your network that is sending soo many requests to Steam
This happens if you use lets say public wifi or stuff like that, as could be a good amount of pepole connected in the same time all sending requrests
Happen to me on univeristy wifi a lot
So something like that may be the reasoning for it

Change your IP address.

It is a IP rate Limiter, to prevent bombing the Marketplace and user Inventory servers with too many page requests from the same IP address.

Remember that Your ISP assigned IP address is most likely a shared IP address, so if they all use steam, then it will trip the limiter.

Also, using browser add ons, bots, off site trade scam websites will also trip it.

Try using your cell phone hotspot to access for a quick use. Or unplug your router / gateway for 60 sec. to be re-asigned a new ip address.
