Also, use the store search, add game to the wishlist from the search page, go to wishlist, add to cart and try to purchase the game/DLC.
Valve may eventually close that workaround but it still works as of now.

There is always that.
There are credit cards out there which can help repair your bad credit score or if you are on low income. I did a quick Google search yesterday because someone claimed that they couldn't get one either because of being disabled etc but it turns out you can.
And if you can't get a credit card then just be patient. Is it really the end of the world as we know it if you cannot access some dodgy cartoon porn because from my own experience at the moment I don't see a problem waiting and I feel fine...
Can your fiance buy you the games on Steam?
You can always shop for games on GOG too to play on your Steam deck. Plus other games you might already have on physical media if you know how. Or any past games you might have bought from other defunct online stores like Dotemu, etc.
I mean, unless you only strictly want Steam games, there's other places to get games from, today mainly a big one is GOG. You might have issues with some games, but such is the Steam deck.
Or if you do get a new game system, as you mentioned, you can get a handheld Windows computer as an option, like the ROG Ally or similar. Plays all Steam games plus all Windows games and programs natively.
