Is the request still open?
I go for option 3: they missed it and it's nothing nefarious on all sides.
- Did they approve or reject the refund request?
- What was the time between the preorder and the refund request?
Preorders can always be refunded, as long as the game was not released as yet. The two-week window starts on day of release.
18 july. 16 aug i requested the refund and in two hours they accepted it.

Then just be patient.. This things can take up to 10 business days.
It's more a matter of timing. If you purchase something and refund in less than 24 hours,, chances are no change will be noted on your account because these transactions are batched.
I.e they just cancel it before it actually gets processed by the bank.
I returned another game to the same card of the same bank in the spring and the next night the money was returned to my card
Business days do not equal normal days. Basically Monday to friday, excluding national holidays or other closure events.
If you were approved for the refund then its just a matter of time.

my bank did not recieve anything for 14 days.
Does this not say that the "funds should be back in your account within the timeframe set by your bank."?
Has the bank provided you with a timeframe of any kind?
There are caveats that affect this. If the pre-order offers any kind of additional consumable incentive (such as accessing the game prior to release) then you can only refund regardless of time before that access is available. Once that access is available, the 2 hour time limit comes into effect. Plus, if you've made too many refund requests under Valve's black-box requirements, they can refuse to refund your pre-order.
