Steam support ignores my refund issue
Yes, I was a fool who pre-ordered fc 26 game, but I came to my senses and issued a refund. It's been 2 weeks since August 16, my bank said that money did not arrive on my card account at all from Steam, usually it took 24 hours. Steam support ignores my problem and does not respond. Draw your own conclusions: 1. Of course, I'm a fool. 2. EA and Steam act like scammers. i would link steam suppor chat screenshot but idk how to attach an image here so as not to get a ban for spam.

Adding a ticket number on a user forum is pointless.

Is the request still open?

I go for option 3: they missed it and it's nothing nefarious on all sides.

- Did they approve or reject the refund request?
- What was the time between the preorder and the refund request?

Preorders can always be refunded, as long as the game was not released as yet. The two-week window starts on day of release.

18 july. 16 aug i requested the refund and in two hours they accepted it.
in 15 years of my life on steam, support has never responded so long to my problems with steam (it's been 2 days already)

Preorders can always be refunded, as long as the game was not released as yet. The two-week window starts on day of release.
It's more a matter of timing. If you purchase something and refund in less than 24 hours,, chances are no change will be noted on your account because these transactions are batched.
I.e they just cancel it before it actually gets processed by the bank.

10 days as far as i understand are about processing the transaction in the bank system when the money has arrived there. And this can take about 10 days. But the problem is that in my bank, after 14 days, the money has not arrived on the card I used to make the purchase, I called my bank 2 days ago to find out the status of the money, and it is not there at all.

I returned another game to the same card of the same bank in the spring and the next night the money was returned to my card

Clear up the contradiction, please. If the refund request is still open, your refund still has not been approved.

Business days do not equal normal days. Basically Monday to friday, excluding national holidays or other closure events.

If you were approved for the refund then its just a matter of time.

Has the bank provided you with a timeframe of any kind?
this means that my bank receives an international transfer and it takes a few days for the payment to go from "processing" to "transferred" to my card. but they don't have any transfers in "processing" that arrive at the bank instantly after steam approves the refund. anyway 14 days is too long

There are caveats that affect this. If the pre-order offers any kind of additional consumable incentive (such as accessing the game prior to release) then you can only refund regardless of time before that access is available. Once that access is available, the 2 hour time limit comes into effect. Plus, if you've made too many refund requests under Valve's black-box requirements, they can refuse to refund your pre-order.
