I'm being harassed and don't know what to do about it
There's a certain user (which I sadly cannot name) that has been harassing me in- and outside of steam for a while now. Vandalizing every discussion post I make, having one of their friends who's a moderator ban me over random, non-rule violating posts and slandering me.

I never did anything to them. They were passive aggressive in a reply, I blocked them, that's it. Now they started this hate campaign against me, and since they are apparently a popular user, no one wants to help or back me up.

I've reported them but steam is doing nothing about it.

You might (emphasis on might) be able to report them to the police and get some kind of investigation for online harassment and stalking behaviour. But I obviously don't know the exact details or level of harassment that's happening.

Where is this moderator? In a game hub somewhere?

I don't know the name but I got banned for an unrelated post that didn't violate any rules shortly after the argument and they then went on to write mocking messages about the ban to me so it seems likely the moderator is their friend to me. But I assume they are a moderator on said game's discussions, as they've already reportedly been abusive with their powers, that's at least the common sentiment on the game's own forums.

I even disputed the ban and never got a response. Now after the 2 week ban I'm getting immediately harassed again.

You don't know the name of the game forum you were banned from? The ban message will tell you, you just need to look at it again.

I do, but I fear if I mention it they will find this post and slander and harass me again

If their intention is to post on any thread you make, or wherever you comment, naming the forum won't make a difference, because they already have access to your post history.

The best thing you can do is block them. Don't give them any attention, they'll give up eventually. I'd also remove the last sentence in your OP, you don't want them knowing what kind of reaction they're getting from you

You're best course of action is stepping away from steam for a while to collect you're thoughts and cooling you're head. I have been through this before with someone I was friends with. They had a what i would call Gang Stalker coming after them after some words were exchanged. needless to say we went back into the early 2000's and just played some older online games to pass the time to ensure the stalker no longer felt compelled to continue to message them. you need a distraction and some space between yourself and this person. As much as you can for as long as you can. Eventually they will give up on trying to annoy you.
Also important to note that changing your profile picture and your profile name won't achieve much to any "stalker" that actually intends on following you around. If they have your post history, which they will, it doesn't matter what you call yourself.

post history shouldnt even be accessible. Steam is such a horrible platform. Everything is designed to encourage toxicity and harassment on here.

Post history is post history. It's made available because these are forums and it allows users to go back and view where they've commented and such. Yes, it is open to abuse, but that's more a problem with Valve not cracking down on said abuse as much as they should.

How are they getting to you outside of Steam? They'd had to have access or knowledge about where else you frequent, or even more personal information they can use to contact you as you and not as an alias.

YouTube, Twitch etc. I assume they somehow got hold of my email address. If they're friends with a moderator then I can see how that happened. I'm gonna make a new one tomorrow, one that isn't linked to steam, just to be safe.

Moderators can't see your Steam profile if it's private. So unless you didn't have it private at some point, or posted a link to one of your non-Steam accounts, that's the only way they could get it.
