The last thing I recall reading was Valve cracking down on legitimate review bombs. I don't know how accurate that is or what effect it would have on review scores.
Total number of ratings in all languages: 8,986,861 (Very positive)
Ratings in French: 141,675 (Very positive)

Absolutely not true. There are games which have negative reviews listed very highly when sorted by "most helpful".

You just named one, CS2. The review score changed because store pages show a calculated score based on your preferred language on top, but if you scroll down to the reviews you can see the global score as well.
Ohh I remember that change now. That's quite recent. They made the reviews in native language reflect the review score. So if you speak English, only reviews written in English will affect the score for you. Likewise, if you speak Japanese, reviews written in that language will affect the score for you.
It's a change to make game reviews per region more accurate.
