Sounds reasonable to me, sorting a subset of a list when most of the items are invisible is confusing, because the only real way to do it is to switch the items visible with each other, jumping lots of currently invisible items. It is unlikely that happens to be what a user wants to do as they would have to search something that exactly matches two or more items that they want to switch places.

Far better if you want to do this is show the entire ranked list and Ctrl-F and find the item using the page search feature, then move the item up or down normally.

I am very annoyed at this as well. This has been a problem for a long time and should be addressed in an update.
