Steam decides who gets to be there?

Steam has confirmed that they don't sell advertising space. They have algorithims they use to determine what is shown that we don't know the details on. But hypothetically it might include what is popular now, what is being played now, similar games, genre, playerbase, etc as examples.

So companies can't pay to get advertised on Steam, but popular games tend to get advertised more, as do big name games

I'm seeing the "Steam Next Fest" banner so... it's definitely not paid. Otherwise I'd be seeing whatever game is being promoted.
