You can't even buy the remaining trading cards all at once because of the stupid new rules

Had 5/14 cards for one game, wanted to buy the rest so i clicked "buy the remaining cards" then instead of automatically getting them like before i had to individually confirm one card purchase at a time thanks to that stupid new feature, then nothing happened so i went to try again only to get greeted by a message "you have made too many requests" ♥♥♥♥♥♥♥♥ and after switching to mobile data on my phone i was once again greeted by a new message "you have made too many buy orders without confirmation please try again later"

Valve needs to stop ♥♥♥♥♥♥♥ ♥♥♥♥ up and to learn that what isn't broke they don't need to fix or in this case touch at all

Seems to be working just fine my end, I've just bought two remaining cards to complete a Titanfall set through the "buy the remaining cards" button. I didn't have to confirm one card at a time or anything, they just bought them automatically as they've always done.

Are you paying using debit card or Steam wallet? I used Steam wallet, if you're using debit card etc then it could be something to do with that but with Steam wallet it's just as it always has been.

You now have to confirm everything that you buy on the phone, even if the item is 0.03 euro. Before, the only time you needed to confirm a purchase is if it is worth a lot or if you sell something that is worth more than 1 euro

I just tried it again buying five cards at once and still not getting any confirmation, the cards are just being bought as they've always been for me.

Not sure about this rule you mention, there was one for selling items but not for buying as far as I recall and I've not had to make any confirmation to anything I've purchased recently.

Have you tried rebooting Steam or your PC, sometimes that can help.
