Ditto, its all on Steam's side. Keep in mind also that today is Steam's maintenance day, so it "could" get fixed during that.
Just watch this space in the meantime.

Seems to be back now. They'll obviously never acknowledge that they broke anything. Ah, well.

Valve likely didn't break anything. In addition to being the usual maintenance day, they have been subjected to a DDoS attack on most of their servers for the last day or so.
