Steam cloud turned on by itself.
I had it globally turned off for years, because most of the time it's not useful, and some of the time it outright breaks things (Bethesda games). This morning it turned on by itself and ate up a chunk of my traffic (I recently cancelled my landline, temporarily using mobile - so pretty annoying).

Does anyone know why this could happen and is there a way to stop it from happening?

Tuesday maintenance doesn't start this early.
I have no idea. I can't help you with it. It's just "bugged."

This is the previous discussion about it, including a reply from the support:

Steam was going down around 5 to 6 hours ago, so either they were doing extra maintenance or the servers crashed.
Steam cloud is just simply the best, ever!

Saved games / progression - settings - across multiple devices. Just the best!

When I had issue, it was because, as it turned out, I was using an outdated linux port of the game rather than the newer windows build. In my case, I switched to the windows build by forcing the use of proton (rather than a linux runtime).

That said, I don't really have any other games that don't need proton, so I'm left to wonder about the games that save outside the game file directory...
