The refund policy takes a long time
I recently bought a game that didn't work on my PC, I asked for a refund at the same time, but was told that they couldn't refund it to the same card, only to the Steam wallet, I agreed. Now, when I want to use the amount to take advantage of the last few days of the promotion, it is pending in my wallet, with the possibility of being returned within 7 days. I feel like I'm in a bad joke where I'm the clown and Steam is playing with my money and my time.

Wallet refunds after being approved typically take 24 hours to be usable.

Wallet refunds typically take 24 hours BUT during a sale sale there are delays and why you see it as pending. Still being processed.
Refunds are relatively quick, BUT it depends on how you want that refund returned.

Refunding to your steam wallet takes around a day, and i've even had times where it only took a few hours.

Refunding to your credit/debit card however takes more time, as your bank has to process the refund, which is a hit or miss.

If your refund is never processed, then reach out to steam support, they can look into it for you!
