Making a Purchase as a Gift

I am trying to buy Flight Simulator for my father and I choose the gift option, but it only lets me select someone from my Steam friend's list. My father does not have Steam installed on his PC yet - Is there a way around this? Thank you.

It's either
1. Your father gets a Steam account and you buy him the gift via Steam
2. You buy a license key on some other (legal, not grey market) place and give him that key

No way round it..
You could wait till your dad has Steam installed and then friend him.
Steam gifts have always required for Steam members only.
The Gift process works on that.
Flight Sim can be purchased off Steam and then added to Steam Library as a non Steam game

Thanks for the replies on this. The sale ends today so I won't be able to make it to his home to make his Steam account for him before the sale is over. At least I know, now, with your information. Thanks again.
