Because October and people complained previously that the Fest started so late in the month that it was worthless.

Neighbors around the hood have had Halloween decorations up for the last month now. And not just some signs that say "Spooky" or a picture of a pumpkin, but full blown lawn setups with skeletons, tombstones, "spider webby", etc. It's a bit ridiculous.

You mean they've had that since the start of September? Man. If those were my neighbours and they're not trying to enter some kind of competition of some sort or something similar I'd definitely give them a piece of my mind... That's akin to visual noise pollution really.
People in the US tend to switch stuff around after Labor Day which usually starts the school season, early fall and the next decoration holiday, Halloween.

Now depending on the person, after Halloween could start their Christmas decorations since it is the next major house decoration themed holiday. Few do Thanksgiving but that is less about house decorations.

If they live with an aggressive HOA, this can be more strict.

This is the first that I've seen the decorations out so early though. Maybe one person here or there. This year there's a lot. It makes me feel like I missed a meeting or something.
