... That a new client process has been shadow added with this last update?

It only runs when Steam client is open.
Same with the web helper.
Maybe why you havent noticed it before.

I wonder how they're doing the Unity vulnerability mitigation. Perhaps it needed a separate new service that is looking for Unity coded games and preventing their launch if certain criteria is met.
