Steam never contacts users in order to coerce them into carrying out a specific action - if you receive such a message, then it's DEFINITELY a scam of some sort.
They can tell you to STOP doing something, like "Stop cheating or you'll be banned," or "stop trying to scam other users, or you'll be banned," or "stop writing hate speech on the forums or you'll be banned," but they'll never tell you to actually DO stuff.
