Report a translation problem
There are probably at least these two major reasons:
- The next sales and events (Halloween etc.) are just around the corner
- Fall/autumn is a busy release season. A sale clogging the front page for more than a week is detrimental to selling Steam front page space to publishers
Edit: For anyone else hating new steam store, just click the magnifying glass without typing anything in the search bar and your eyes can cease being assaulted by wasted space and giant boxes
Spring/Autumn, minor sales events, always 1 week.
