A quick look at the steam charts shows people can still play it so you will need technical help as the forums seems to still let you post in previous posts or try other locations such as discord or reddit.

Secondly it was a Windows update that messed with the EAC driver. Read the link in the post above.
As for a refund the limits are: WITHIN 2 weeks of purchase AND with LESS than 2 hours playtime.
Both conditions MUST be met. (AND).
Maybe the issue is from devs and not steam?
Maybe you should try to contact them via their discord which I wouldn't be surprised if you will be ignored?

If you have been Steam user for at least a year you might have known that game updated are pushed by dev and not Steam

Your problem is mostly related to EAC and Windows defender not going along each other, not because of Steam pushing a patch.
I seem to remember forums got sections long before 2004, but oh well.
