Report a translation problem
The client does an inventory before it shuts down. If you do not allow this to happen by powering off the PC by forcing the power button, or forcing the client to close from the shut down menu then manifest files can be lost or corrupted.
The manifest files are what tells the client that the game is installed. Thats why your "uninstalled" game's files are almost certainly still sitting there in the directory.
Solution: Do not force power off with the start button and let applications close through the normal shutdown process and do not force them closed from the shutdown menu.
