Steam Should update the Community Discussions
IMHO If you dont have a Game on your account, Private account or not, you should not be able to post on the Forums for said game. You can View the discussions and see the recpetion of the game, but unless that Account has the Game on file, you should not be able to post on the said forum. To many Trolls and Rage Bait Posters come in and when their Accounts are not private, 9/10 times they dont even play said game. Steam should really look at this and make it a thing. IMHO. We try and report them for Harrasment, Causing problems, strating arguments, they get banned, but just come back when its expired, or just make a new account to bypass the Ban.

Since steam forums are the most used and active forums of all platform store sites. this would not be good. You do not know if they own the game or not.

if you see something posted or a thread that is off topic or violates the steam forum rules or the SSA / TOS. Then report the thread or post, or user, block and move on...

there will always be bad apples in the bunch. Steam only moderates via reported threads and posts and / or reported users.

But if they do this they wouldnt need to as often. And those Bad Apples would go down in volume. IMHO this would be a great addition and i know for the ones who responed to the reports, would feel a bit of relief knowing that Block is there. IMHO the COmmunity Discourse wouldnt be chaotic. Like game like SWTOR, Destiny 2 on their own Webs, they have walls like this, wanna chat with others, got to have an account or have the game to chat through here. Just something for them to think on. I know games like SWTOR and Destiny 2 are tech Private Forums, and Steam is Public, just thinking of something to halt or slow the Trolls.

Steam does not know if you own the game from other platform or store fronts...

I have 300+ games on GoG, but the GoG forums are dead and a wasteland. I use the steam forums for those games because the steam forums are active. There is no need to lock non steam game owners out of the game forums.

Devs / pubs can already lock all of the sub-forums to steam game owners only, if they so choose to.

This is already an option for devs, they can choose to restrict all but one subforum to game owners only. valve will not force it on by default though

These are steam forums though. If you don't own the game on steam, why should steam waste the bandwidth on you?
Valve / Steam is NOT worried in anyway about bandwidth usage. LOL

They are well aware of the fact there is more users from other storefronts / platforms using the steam forums, then steam only users.
From Google:

Steam's Terms of Service (ToS) do not explicitly prohibit multiple accounts, but they strictly forbid certain behaviors, such as account sharing, using multiple accounts to circumvent bans (like through VAC bans), or exploiting game-specific rules, such as using multiple accounts for "smurfing" to get into lower-ranked games.

----

Steam don't respect his own rules, asking will not change their aptitude.

If someone ask you to do the work of the platform as discover the outlaws, it's problably cos the platform wont do it.

Okay, who disagreed with you so hard you're willing to burn the whole house down over it?

And that's part of the problem..... You can report alt accounts till the cows come home, but, nothing happens.....
This community is toxic, steam use the tactic "divide et empera", all players vs players while the emperor get money from all.

AFAIK there is already an option for that, which can be toggled by the devs/publishers of the games in question. For all I know, there could be a variety of reasons it is not enabled, varying by the title (perhaps ranging from 'publisher not bothering to put any effort into Steam's 'Community' features, to devs actually not wanting to lock out whoever may be curious about their product, AFAIK).
