And yes, I've played every single entry in the series from the original Photo Kano upward. None were deemed sexually inappropriate by the Japanese (console) ratings board, CERO -- which is one of the strictest rating boards in the world.

It seems you need reminding that as of 2022 ish, Japanese age of majority (e.g., when considered to be an adult) is 18 lowered from the previous 20. CERO D is, as you should know, for 17 and up. Seriously, you're embarrassing yourself.

And yes, upskirt shots is considered adult content by CERO. So are panty shots etc etc. Those fall under CERO D. So, if they rate it CERO D, why would steam bother to bring it here?
LOL. You can try to redefine it all you want, but in no stretch of the imagination was 17+ ever considered "adult" content in Japan. 17 year olds are not adults. And never were. As such, adult content would never be rated appropriate for a non-adult.

Maybe read the actual ratings, and quit complaining because can't be on Steam when the reasons are obvious.
I have read the ratings. That's how I know CERO D isn't for "adult" content. Panty flashes are not considered "adult" unless a country is run by the most prudish or prudes to have ever existed. Even the UK rates such content as around PG/12 to 15.
And no, people shouldn't stop complaining every time Valve's double standards are wielded against Japanese experiences. The reasons for a harmless photoshoot game being banned are not obvious at all when so many other comparative examples of similar content are sold on Steam without issue.
