why will steam not let you contact them about a random issue, you have to make a report about something but can not make a report about them and bugs you fins or an issue you have?

If you have bugs to report about Steam client, you can do so on beta forum (for stable release too). If you want to report bugs in game, do it on game's own forum.

You can also always ask community for help. You can do it either here or on Help & tips forum.

Steam Support only handles Account and billing issues.
If you have an issue with a game, go to that games forum.
If you have issues with the client go to the beta client forum or state your issue IN FULL here for others to be able to help you.
If you don't properly state your issue we can't help you, we cannot read your mind.

Valve also has an active Bug Bounty Program and several Repositories. Depending on the type of request, these would also be possibilities

If there is no option under support for the issue you have most likely its not an issue steam deals with. As asked what is the issue?
