yes, the game developers and publishers control their own selection of who is moderator. Normally staff members of the team.
They can also opt in to steams outsourced moderation team to handle it.
if you have an issue with a game hub moderator, you contact that games developer or publisher. they assigned then, they are the ones that will decide how to address the issue.
Forums are also moderated by Steam's moderation staff (Unless the developer opts out of it)
If you meant my recent outburst, then yes I agree; take into consideration where it originated from. It will take some time though, a few years of toxicity on that forum and others.

But where do we turn if we're not getting proper and professional support on the game forums?
I guess Valve/Steam have to reconsider the community guidelines and requirements for developers/publishers.
Until then I guess removing the game and not purchasing their products are the options we as customers have.

Generally, the publisher won't have anyone in their company represented as a game developer, but they may provide moderation services on top of what Steam and the game developer already have depending on the contract they have with the developer.
People want to attach more to it, but that's just people being people.
