You may be right but that's actually illegal where I live.

You cannot change the price and then discount it immediately on steam, the system doesnt allow it. And I highly doubt you could point to a single title on the store that fits your description, where the price hasn't been consistent and the discounts are correct.

I saw a game that was 4,95 with high discount.

It'll depend on the specific game they're talking about, but I've seen games on here intentionally priced at 30,000 JPY (that's near 300 USD) simply so they can be discounted in sales to 3000 JPY. But then there's regular pricing from nearly every publisher now which is just as bad, with base RRP of nearly 10,000 JPY.

Here's an example of one that sets insanely high prices for individual games then offers 90 to 99% off for bundles that still cost 2000 odd JPY.

I'm not saying they do it "super close", but close enough. 4 months in life is a relatively short time-frame.

isthereanydeal.com is very helpful for this, because it has a log of price changes in the history section.

Let me show some examples!

- Disney Dreamlight Valley, this was released 2 years ago, around september the price increased by 30%, and now the discount on the store is exactly 30% (today): https://isthereanydeal.com/game/disney-dreamlight-valley/history/
- Ship of Fools: https://isthereanydeal.com/game/ship-of-fools/history/#price-chart:overview the price increased by 30% in October and the best discount was 35%, now the best discount is 50%, bringing the best discount to roughly the same best discount at 35%

I suspect both are waiting whatever is allowed by the API to drop the price back, or keep it up to show higher percentage discounts.
I can keep going, but it's not uncommon, I see it constantly, I always monitor discounts and I'm noticing this over and over.

Then there are just other types of price bumps, but I guess that's none of my business, but it does feel like "yeah I'll try this shady tactic":

- Dark Souls 3 (different) got "promoted" to "modern AAA pricing", even though it's from 2016, so it costs the same as a modern game now: https://isthereanydeal.com/game/dark-souls-iii/history/

Just found this post cause i happen to notice that about Green Hell today. I had it on my wishlist for like a month now and i'm pretty sure the price was 5.99 euros without any discount which is a fair price itself but today i see its on discount on 5.24 euros discounted from 20 euros... its not a big price either way but it still is a scam if you ask me and personally i'm not interested into buying it anymore because of this tactic. It makes me wonder though how many times and what other games use the same strategy to make us buy the product...
