Where to submit game translations, who to contact?
Hey guys, I'm Frico from Hungary.

A team of professional voice actors made a 100% translation of the game Resident Evil 2.
Currently they have it as a downloadable mod, but every Steam update messes up their work. Is there a way to contact Steam and upload their localization for every Steam user? Who should be contacted in such a case?

https://youtu.be/lME7SBUKQ_Y Here is the quality for reference and here is the actual gameplay: https://www.youtube.com/watch?v=R4zyjkjYfHA

Everything is ready and the mod is live and available, but Steam Updates are killing it each time the game has an update. + It would be cool to upload it for every Steam user.

Thanks in advance!

You need to contact the publisher/developer behind the game.

Steam/Valve don't have anything to do with the game, apart from selling it here on Steam.
If you want the translation to be officially distributed, then you'd have to get it into the hands of the game dev, yes. Steam won't officially distribute the thing for you, except maybe via a workshop item, assuming you are able to do that, but that won't ensure the mod not to break on game updates.

But, as for just keeping games that are already modded working, here are some things you can suggest to mod users:

0. First, set the game to only update on launch -- not automatically.

1. Try to run the game without Steam running. You may need to tweak the game in order to get it to work. Also, this doesn't work for all games.

2. Launch the game through Steam's Offline Mode. This might not work, but I've heard that it might be more likely to succeed if you launch it from a shortcut or from the game executable directly, rather than through Steam.

3. Modify the game files, or their corresponding appmanifest files, or their respective file permissions, so that Steam either thinks the update is already applied or otherwise can't be modified. These approaches may or may not work, but I know you can at least find guides regarding how to edit appmanifest files to make Steam think the update is already done.

4. Back up your existing game files, and let the game update, then swap the old game files back in.

It's unfortunate that Steam doesn't just have a convenient built-in way to stay on whatever's already installed, but it is what it is.

And yes, this is yet another example of why Steam really needs a way to just keep using an already installed version instead of forcing updates anytime an update becomes available.

Capcom is never just gonna add Fan Translations to their Game willy nilly. Dont even bother. And if you still want to bother them, why would Valve have anything to do with it? Email Capcom, the Devs of the Game.
