Steam Slow Download
Just like the title says. I have a 30Mbps connection, i speedtest it and get a result of 35Mbps Download and 40Mbps Upload. But when downloading steam games it only uses 8Mbps (1MB/s)

I already disabled steam's network throttling and Windows 10's metered connection.

Ensure nothing hogging the connection, and not downloading anything else in the background.

Try one of the following, maybe they fix your issue. Good luck.
- Restart client.
- Restart PC.
- Try Steam beta.
- Try changing download server.
- Try clearing download cache.
It's just how Steam does stuff. It would seem that there is no way round it, it's just an insanely dumb system, and I rather imagine that they will never, ever, EVER fix it. The logical way to do it would be to d/l the programme data 1st, THEN install the game, but nope...
Steam keeps interrupting the download to fart around with your hard-drive to no logical end, under the guise of "installation". Well...duhhh...
