I say this because the only game I can tell for sure is Cubicorner that is no longer on my perfect games list, and I know it is a game that has been removed from the store for some time.
I haven't verified any others, but as this is a game I got to 100% recently, it was easy to notice.
Me thinks.
The 8 games were just the perfect ones, didn't even make up a quarter of that, its a whole ton of games that the achievements aren't being counted for
In any case, it's probably due to them games being removed from Steam entirely, as mentioned.
Maybe you can find some of them over here: https://steam.madjoki.com/apps/banned
have a great day
This was back in 2019

The policy of allowing anything to be published and taking the money to publish and a cut of sales, then vetting the product at a later date is nothing short of a sham.
I understand that games get pulled from time to time, even by devs/publishers due to licencing, that said there is no reason to void achievements.
I understand that backing an early access title can be a risk, but buying a full release shouldn't come with a risk of being pulled by Steam, the games should be vetted properly to start with.
Steam clearly wants all the cake and isn't interested in doing the dishes afterwards
Bad move...
